Implementation of the QGIS program in the Department for Communal Inspection Affairs of the City of Trebinje

Creating a database using the QGIS tool

According to the terms specified in the Terms of Reference in the Agreement between City of Trebinje and NMAqua Banja Luka, our developer was obliged to create a database for the needs of the Department for Communal Inspection Affairs, City of Trebinje, for the use and interpretation of which the use is planned Quantum GIS-a (QGIS).

Therefore, the Department for Communal-Inspection Affairs of the City of Trebinje needed a tool that would enable more functional data storage, insight into the existing state of the infrastructure, as well as an overview of the future needs of the city.

The NMAqua Team has made efforts to provide them with a functional solution that will manage data on:

  1. City and suburban roads and traffic signals
  2. Public lighting
  3. Rainfall system and maintenance of public areas
  4. Urban greenery (parks, tree rows, green areas)
  5. Playgrounds under the jurisdiction of the city
  6. City infrastructure furniture (benches, waste bins; concrete balls, planters, ramps)
  7. Homeowner communities
  8. Address register of the city
  9. Solutions of urban-technical conditions and locational conditions
  10. Decisions on communal fees
  11. Decisions on communal fees.

Digitization of available data

As the basis for work in QGIS, the developer used Google satellite bases, as well as rasterized representations of submitted dwg drawings from his own production, and pdf sketches that are available within the submitted study and strategy.

From the available documentation, the NMAqua Team started digitizing the available data, processing and migrating it to the database on the PostgreSQL server of the City Administration of the City of Trebinje, with database constructions and data table schemes for each individually listed area under the jurisdiction of the Department for Communal Inspection Affairs.

The database in question was initially created on a local computer within the QGIS environment, after which the developer installed PostgreSQL on the computer within the Department for Municipal Inspection Affairs.

Database migration to the PostgreSQL database was performed using the PG Admin 4 program, which is used to manage the PostgreSQL server

Inside the PostgreSQL server, accounts and passwords are created for the various operators and users of the database, with the primary goal of limiting accidental data loss when viewed by multiple users.

The person designated as the database administrator has all the authorizations to work within it (data reading, correction, addition and deletion).

Other accounts have restrictions on working in the database, according to their work roles, data hierarchy.

In all tables, data storage on data entry and correction within the database is included.

In addition to the already mentioned works on the PostgreSQL base, the developer and the NMAqua team prepared projects intended for work in the Android application QField, which is an addition to the QGIS application on Android operating systems. The mentioned application is intended for field work, checks and data collection. QField projects were created for the "Lighting", "Traffic" and "Precipitation" schemes, and were delivered to end users for further work.
